EIGHTH SUPPLEMENTARY EMERGENCY PROCLAMATION (May 18, 2020):
Extends 14-day quarantine for all travelers through June 30 including inter-island; Act with Care, eviction moratorium, medium-risk businesses to open; (unveiled reopening and recovery plan — Beyond Recovery: Reopening Hawai’i)

NINTH SUPPLEMENTARY EMERGENCY PROCLAMATION (June 10, 2020):
Ends 14-day quarantine for inter-island travelers on June 16. Quarantine requirement for out-of-state travelers continues. Criminal liability for hosts of guest who violate quarantine, or owners of cars that are rented to violators. Eviction moratorium extended through July 31. Elimination of prohibitions related to beaches, boating, hiking and shoreline fishing. These activities are being addressed thru the counties in coordination with DLNR.

TENTH SUPPLEMENTARY EMERGENCY PROCLAMATION (July 17, 2020):
Keeps the mandatory 14-day quarantine in effect for travelers entering the State of Hawai‘i. Under the proclamation, travelers arriving in Hawai‘i will continue to undergo a mandatory screening process at the airport. The period of self-quarantine continues to begin at the time of arrival through 14 days or for the duration of the visit – whichever is shorter. All arriving travelers will be required to comply with all applicable state and county rules, directives and orders. The pre-travel testing option, currently scheduled to begin on Sept. 1, will be addressed in the 11th emergency proclamation in August. 

The proclamation also extends the moratorium on evictions for non-payment of rent, suspends certain laws to enable the governor to access CARES Act money in the Rainy Day Fund, and suspends certain post-employment benefits and pre-funding payments to the Hawai‘i Employer-Union Health Benefits Trust Fund for FY 21, to help address the economic shortfalls resulting from COVID-19.

ELEVENTH SUPPLEMENTARY EMERGENCY PROCLAMATION (August 7, 2020):
Reinstating partial inter-island travel quarantine. The quarantine requirement applies to any person traveling to these islands and between these islands. It does not include inter-island travelers arriving on O‘ahu. The period of self-quarantine will begin immediately upon arrival and last 14 days or the duration of the person’s stay on the island, whichever is shorter.

TWELFTH PROCLAMATION RELATED TO THE COVID-19 EMERGENCY (August 20, 2020):
Extends the COVID-19 emergency period through Sept. 30. The emergency proclamation leaves in place the 14-day mandatory quarantine requirement for out-of-state travelers and the inter-island travel quarantine only for travelers arriving in the counties of Kaua‘i, Hawai‘i, Maui and Kalawao (Kalaupapa). The proclamation also empowers the counties to establish an Enhanced Movement Quarantine (EMQ) through agreements with resort or hotel facilities. Participating travelers would be required to stay in clearly defined geographical areas and ensure limited contact with those not subject to self-quarantine.
