Streamlines the liquor license application process for publically traded companies by: 1) requiring only changes in voting capital stock to be pre-approved by the Commission; 2) authorizing county liquor commissions to accept alternative tax clearance forms as proof of compliance; and 3) specifying that only primary decision makers regarding liquor sales and service need to submit personal history and identification to the liquor commission for applications, renewals, and transfers.
