HONOLULU — Gov. David Ige today signed legislation that strengthens governance and third-party review of large information technology (IT) projects throughout the entire executive branch to ensure success.
Senate Bill 850 HD2 CD1, Relating to Information Technology, requires departments to conduct independent verification and validation (IV&V) for IT projects that meet designated cost and complexity thresholds set by the state chief information officer (CIO). This includes the Department of Education and University of Hawaii, which by constitutional provisions and administrative directives are not traditionally within the CIO’s oversight.
“I would like to thank the Legislature for recognizing that it takes a proactive approach to achieve successful development and implementation of highly technical IT projects,” said CIO Todd Nacapuy. “Bill provisions augment governance processes put in place by the Office of Enterprise Technology Services to review, monitor and, if needed, guide IT projects from initial planning, budgeting and procurement, to development and final completion.
“All departments will benefit from consistent IV&V guidance and standards. The ultimate goal is a positive return on investment toward a more effective, efficient and open government.”
The act goes into effect July 1, 2017.
As CIO for the State of Hawaii, Nacapuy leads the Office of Enterprise Technology Services (ETS), which provides governance for executive branch IT projects and seeks to identify, prioritize and advance innovative initiatives with the greatest potential to increase efficiency, reduce waste, and improve transparency and accountability in state government.
